Who it’s for
Useful if you are writing proposals from scratch each time, or if your current proposals are not converting at the rate you expect. Not useful if the issue is that you are pitching for work that is not a good fit, a better-structured proposal will not change that outcome.
If it works
If the executive summary is written clearly and the scope of work is specific, most clients can tell within two minutes whether this is the right fit. That is the outcome you are aiming for, not a long document that covers every eventuality. Short proposals that are easy to say yes to tend to convert better than thorough ones that are hard to read.
A proposal is not a guarantee of a project. It is a document that makes the decision easier for the client. Whether they say yes depends on budget, timing, and fit, not just the quality of the proposal.
